Lucy Elizabeth Snyder (later Higgs) was born on February 29, 1896, to father Michael Eaton Snyder and mother Anna Knappenberger. She graduated from Mulberry High School in Mulberry, Indiana, then went to DePauw University as a graduate in the class of 1918. At DePauw, she was involved in Tonybee and the Lake Geneva Club. Throughout her time at DePauw, she also attended suffragist gatherings.

After graduating college, she married Charles Elmer Higgs and the couple moved to Brookville, Indiana. She was an active member of 4-H, serving at one point as the vice president of the Snappy Workers 4-H Club of Brookville Township. Lucy also taught with the Home Economics Club, organized church meetings for her community, and served as the president of the Women’s Foreign Missionary Society. Additionally, Lucy was a member of the local church choir. She had three children: daughters Alice Higgs (Elder) and Ellen Higgs (Garrison), and one son, Edmund Higgs. Lucy was a schoolteacher at Brookville High School.

A few years before her death, Lucy moved to Evansville, Indiana. Her husband, Charles Elmer Higgs, passed away in 1973. Lucy passed away on June 18, 1987, at the age of ninety-one in Evansville, Indiana. She is buried in Brookville, Indiana, in Maple Grove Cemetery.
